Pool Contractor Selection Checklist for Katy and Houston TX Homeowners

When you are interviewing pool contractors in Katy and Houston, it is easy to get caught up in the portfolio photos and the sales conversation and forget to ask the questions that actually determine whether a contractor is the right fit. This checklist covers the most important areas to evaluate before you sign a contract.

Use this as a guide during your consultations. Any contractor who is doing this work correctly should be able to answer every one of these questions without hesitation.

Licensing and Insurance

This is the starting point and it is non-negotiable. In Texas, anyone building pools for compensation must hold a Pool and Spa Contractor license issued by the Texas Department of Licensing and Regulation. Ask for the license number and verify it on the TDLR website. Also confirm that the contractor carries general liability insurance and workers' compensation coverage. You want documentation, not just a verbal assurance.

A contractor who cannot or will not provide license and insurance documentation immediately is a contractor you should not hire, regardless of how nice their photos look.

Specific Pool Construction Certifications

Beyond the state license, ask whether the builder or their team holds industry certifications. The CPO (Certified Pool Operator) credential from the Pool and Hot Tub Alliance covers water chemistry, systems, and safe pool operation. The NPC (National Plasterers Council) Start-Up certification covers the plaster installation and startup process, which directly affects the quality and lifespan of your pool's interior finish.

These certifications indicate that the contractor has invested in training beyond the minimum legal requirements and takes the technical side of pool construction seriously.

Portfolio and References

Ask to see a portfolio of completed projects, specifically ones that are similar in style and scope to what you are planning. Pay attention to how the pools relate to the surrounding yard and structures, not just close-up photos of the finish. A pool that looks beautiful in isolation but sits awkwardly in the yard reflects a design process that did not consider the full picture.

Ask for permission to contact recent customers directly. Recent references reflect the current team and current quality levels. When you speak with those homeowners, ask specifically about how the contractor handled unexpected issues during construction and whether the finished product matched what was described and designed.

Design Process

Ask the contractor to walk you through their design process from first meeting to finalized plan. Do they offer 3D design? Do they walk the yard before making recommendations? Do they ask about how you use the space before suggesting features?

A contractor who skips the design conversation and goes straight to pricing is not doing custom work. A 3D design is important because it is the only way to accurately evaluate how the pool will look in your specific yard before construction begins. If a contractor does not provide one, you are being asked to approve a large purchase based on incomplete information.

Proposal and Contract Clarity

Before you sign, the written proposal should clearly specify every element included in the scope. Pool shape and dimensions, finish type and color, decking material and square footage, equipment make and model, lighting, water features, and any other included items should be listed explicitly. Vague allowances or descriptions like "tile to be selected" with no price range defined are invitations for unexpected costs later.

The contract should also define how change orders are handled. What process is used to approve changes? How is the cost of changes calculated? What happens if site conditions reveal unexpected issues? These are not theoretical concerns. They come up on real projects and a clear contract protects both parties.

Warranty Coverage

Ask each contractor what specific warranties they provide and what they cover. The full picture includes structural warranty, plaster warranty, equipment warranty, and workmanship warranty. For reference, CHR Builder provides the following:

  • 25 years: Concrete structure, transferable to a future buyer
  • 10 years: Pool plaster, transferable to a future buyer
  • 3 years: Machinery and equipment
  • 2 years: Workmanship

A contractor who offers no structural warranty or only a one-year warranty on plaster is either not confident in their materials and methods or is not planning to be reachable if problems arise.

Construction Management and Communication

Ask who will be managing your project day to day. Will you have a dedicated project manager? How will you receive updates? What is the process for raising a concern or requesting a change? What happens if a subcontractor issue creates a delay?

The quality of communication during construction directly affects your experience. A contractor who goes quiet for two weeks and then shows up without warning to do critical work is a different experience than one who keeps you informed and involves you in decisions that affect the outcome.

Startup and Handoff Process

Ask what happens at the end of the project. Does the contractor walk you through the equipment? Do they explain water chemistry basics and what to watch for in the first 30 days? Do they offer a pool school session? A well-run pool startup is part of what protects your finish warranty. Understanding how to care for your pool correctly in the first weeks after fill is important, and a contractor who just hands you a key and leaves is not fully completing the job.
